The Migrant Education Program is included in Title I Part C.  
The Definition of a Migrant Student is... children ages birth through 21 years of age that move across school district lines within the last 36 months in order for parents to obtain work in the following:
 
Farming                              Meat Packing or Food Processing Plant
Logging                              Tree Planting / Nursery
Fishing                                 Poultry
 
Parent's Occupation qualifies students: NOT race, nationality or income level.
 
Region 8 consists of the parishes of Livingston, Washington, St. Helena, St. Bernard, Orleans, City of Bogalusa, St. Tammany, and the home location in Tangipahoa Parish operating under the Tangipahoa Parish School System.
